Generally, the cross-compiled MinGW packages should follow the native Fedora packages as closely as possible: https://fedoraproject.org/wiki/Packaging:MinGW?rd=Packaging/MinGW#Track_Fedora_native_package_versions But there are mentioned some fixes due to forgotten DLL exports in the changelog. Maybe packaging different version could be better in this case?
Both 4.60.1 and 4.70.0 seem to work fine for me with EasyTAG, and there does not seem to be a problem with your packaging, so I will approve the review. Hopefully, the native packaging will be updated soon.
