This is a tracker bug.

The docker-registry package is now built for EPEL 7, but is not usable since many requires are missing. This bug is about tracking those dependencies and make them available in EPEL 7 to make docker-registry usable.

Well we shipped it in HTB1 so I think this is fixed now?  Lokesh? Marek?

Did we? From what I know this is not part of RHEL, nor it was pushed to EPEL yet. I don't know where the version from HTB comes from, but I've heard Lokesh built a custom RPM.

I did build one for RHEL-7 using this branch https://github.com/lsm5/docker-registry/tree/m2crypto . If we're shipping that, we could probably close this right away.
