Description of problem:
It's possible to create VM with 0 MB memory or edit VM to have 0 MB memory - this should not be possible

Version-Release number of selected component (if applicable):
rhevm-3.4.0-0.3 (av2.1)

How reproducible:
always

Steps to Reproduce:
try to create new VM with 0MB memory or edit existing VM to have 0MB memory

Actual results:
engine lets you create VM with 0MB memory

Expected results:
amount of memory should always be bigger than 0
