I think the fix should go to 4.0 A4, as the corresponding fix to neutron is scheduled. The fix is a simple 'cherry-pick' from oslo-incubator.

Glance havana uses a self-maintained qpid code, which doesn't have support for multiple qpid hosts. (See #1030067 for more info)
