Description of problem:
I have 2 hosts with hosted-engine environment and with running engine-vm, stop ovirt-ha-broker on host with engine vm, crush also ovirt-ha-agent

Version-Release number of selected component (if applicable):
ovirt-hosted-engine-ha-1.1.2-2.el6ev.noarch

How reproducible:
Always

Steps to Reproduce:
1. Setup hosted-engine environment with two hosts
2. Stop ovirt-ha-broker service on host with running vm
3.

Actual results:
ovirt-ha-agent crush and engine vm not started on second host

Expected results:
like in this tcms case https://tcms.engineering.redhat.com/run/132509/#caserun_4865756
ovirt-ha-service must to stay up and also start engine vm on second hosts

Watchdog fix in BZ 1030441 should also be able to assist in handling the issues identified in this BZ.

these bugs are candidates for z-stream, but not ready yet.
they were not included in 3.4.2 bug tracker [1] for critical bugs by gss,
and out of of scope for the 3.4.2 build.
moving to 3.4.3.

After killing broker service, agent still up
