Steps to Reproduce:
1. Login Admin Portal.
2. Click 'Configure'.
3. Click 'Cluster Policies'->'New/Edit/Copy'.

Actual results:
Overlapped in 'New or Edit or Clone Cluster Policy' dialog.

Expected results:
No overlapped.
