Tested with Zanata 3.5.0-SNAPSHOT (git-jenkins-zanata-server-github-pull-requests-1920)

I could not click or use "Ctrl-Enter" to "Confirm the rejection", if I typed on an empty entry and save as "Reject".

Ding, please confirm if this is an existing issue with our editor rather than changes in this bug. If so, it should be treated as a separate issue.

As Alex suggest, the Failed to Confirm the rejection should be addressed in Bug 1132269.
