After investigation, it appears that the error being encountered is that some of the repos identified in the manifest are not available on the CDN. As a result, when Satellite attempts to validate them, the validation results in an error. The issue with the CDN is being addressed by release-engineering. That said, Satellite should give the user a better behavior if such an error exists again in the future. For example, rather than having a spinner that goes forever, provide a status such as "Error" and if possible provide a link to the dynflow task that has more details on the error. (Note: I believe the Sync Status page has a similar behavior today.)

All ISO repos should now exist and have a PULP_MANIFEST file.
