Description of problem:
New Domain - Discover Targets area is not expanded after navigating between available hosts or storage types.  This happens with the Data / iSCSI connection type when one or more hosts have not logged in to their available targets

How reproducible:
80%

Steps to Reproduce:
1. Need at least 2 hosts, with one ore more of them having undiscovered iSCSI targets
2. From the New Domain screen, choose Data / iSCSI Storage type
3. Switch between the available hosts (or alternatively, switch between hosts and then between the Storage types - switching back to Data / iSCSI)

Actual results:
The Discover Targets area is not expanded on switching hosts or storage types

Expected results:
Discover Targets area should always be expanded when the user hasn't connected to any available targets, otherwise they need to manually expand this area

Sounds like an issue in the logic that ensures the panel is expanded when no targets are available (probably exists since 3.0..)
