Description of problem:
heat.bash_completion is not installed by the package spec

Version-Release number of selected component (if applicable):
0.2.9

How reproducible:
always

Steps to Reproduce:
1. type heat <tab>

Actual results:
No bash autocompletion

Expected results:
autocompletion of available commands

Additional info:
The file python-heatclient/tools/heat.bash_completion needs to be installed to /etc/bash_completion.d

This bug would also apply to Fedora and Red Hat OpenStack products. Should I raise separate bugs there?
