It was revealed that the patch was missing for RHOSP5-EL6 starting from 2014.1.2-1. It was incorrectly excluded from packaging.

The error message doesn't appear in openstack-neutron-2014.1.3-5.el6ost.noarch
Tested on Rhel6.6.
