Description of problem:
as summary.

Version-Release number of selected component (if applicable):
v3.8.11-1 on qa server.

How reproducible:
100%

Steps to Reproduce:
1.open a test plan ,https://tcms.app.qa.eng.nay.redhat.com/plan/14549/copy-of-copy-of-plan-1-for-categoey1#log
Check the log after disable or enable the plan.

Actual results:
the log would record the changes of is_active.

Expected results:
only when removing cases from the plan,the log would record the changes.
