Description of problem:
Despite the NIC being unallocated during "configure networks", during deployment, an IP is assigned. The host--> Edit --> Network displays that the setting is blank. (Please see attached screenshots)

How reproducible:
Setup a deployment with an unused NIC. (The IP was assigned during discovery since the public interface has a DHCP as well)

Steps to Reproduce:
1.During Configure Network - Leave a NIC blank (that has connectivity to public network with DHCP)
2.Ensure no IP or subnet assigned to the NIC (host--> Edit --> Network)and hit deploy
3.After server is provisioned verify the NIC

Actual results:
