Description of problem:
There is some conceptual problems with the Approved state.

- An approved item should be considered "translated" (in user concept, not state), but is generally not
- Translated states are often bypassed to Approved, so it confuses the statistics from the reader's perspective

We could probably fix this by considering Approved as a flag of translated, and/or by forcing a translated->approved workflow - but this is open to debate.
