Description of problem:
When upgrading from 2.1U5 to 3.0.3 rhsc-setup fails with error "***L:ERROR Internal error: type object 'Stages' has no attribute 'CONFIG_DB_CREDENTIALS'"

Version-Release number of selected component (if applicable):
rhsc-3.0.3-1.19.el6rhs.noarch

How reproducible:
Always.

Steps to Reproduce:
1. Install RHEL6.5 
2. Yum update and reboot the machine.
3. Register to 2.1U5 live channels.
4. Run 'yum install rhsc' followed by rhsc-setup.
5. Run ' migrate-rhs-classic-to-rhsm --status'
6. Run 'yum install subscription-manager-migration'
7. Run 'migrate-rhs-classic-to-rhsm --rhn-to-rhsm'
8. Run 'migrate-rhs-classic-to-rhsm --upgrade --version 3'
9. Add 3.0.3 errata repos.
10.Run ' yum update rhsc-setup'
11. Run 'rhsc-setup'

Actual results:
rhsc-setup fails with error "***L:ERROR Internal error: type object 'Stages' has no attribute 'CONFIG_DB_CREDENTIALS'"

Expected results:
rhsc-setup should get executed sucessfully.

Verified and works fine with build rhsc-3.0.3-1.20.el6rhs.noarch.

Upgrading from 2.1U5 to 3.0.3 works fine with out any issues.
