Description of problem:
I change the Migration Options from 'Allow manual and automatic migration' to 'do not allow migration' and then I click ok. It prompts that Some of the changes will be applied only on the vm next start. And I shutdown and then run this vm. But the change is not valid.

How reproducible:

Premise: the vm that is running. And this vm is able to migrate.
Steps to Reproduce:
1. click 【Edit】
2. navigate to 【Host】 
3. find 【Migration Options】
4. select 【Do not allow migration】
5. click 【ok】
6. click 【Shutdown】
7. click 【Run】
8. click 【Edit】
9. navigate to 【Host】
10. find 【Migration Options】
11. You will find that the change is not valid.

Actual results:


Expected results:
It should be 'Do not allow migration'

Yeah, the section of "Migration Options" and "Start Running On" have this 
problem.

i know, it comes together, this is why i closed as duplicate, its the same bug and the same fix..

any reason not to close as duplicate?

Marking this bug in triaged, in parallel to indicating in bug 1124449, 
that the "Do not allow migration" option should be tested as well,
after VM reboot.
