applying this patch fixes the problem

Description of problem:
regression: htlatex error in Fedora 21.

compiling with htlatex produces an error in Fedora 21,
used to work in Fedora 20.

applying attached patch to file
/usr/share/texlive/texmf-dist/tex/generic/pgf/systemlayer/pgfsys-tex4ht.def
seems to help.
