Description of problem: Currently /usr/share/help and /usr/share/help/LOCALE_CODE directories are unowned (some of them are owned by packages that installs help there, which is wrong). I think there should be some parent package owning/providing these directories. These directories are not in FHS standard, so they cannot be probably provided by filesystem package. I think this is Gnome/GTK thing, but I am unsure whether yelp is the correct component. If not, please reassign, you probably know much more about Gnome/GTK help than me.
