That just tells you that conky's configure cannot find it.  Look at the root.log:

https://kojipkgs.fedoraproject.org//work/tasks/9440/8509440/root.log

DEBUG util.py:283:   --> lua-devel-5.1.4-14.el7.ppc64

you would have seen an earlier failure on lua-devel not being found if it wasn't there.

But it built on Fedora like this !! what's wrong here !!

Perhaps you should build it locally and try to find out.  Checkout config.log as a start.
