Verified manually successfully on a RHOS 4 setup.

Please note that the original commit didn't handle live changes to a router's interfaces, i.e. routes of new/old subnets aren't updated when adding/removing a router interface.
To trigger the on-link route to appear it's necessary to do either of the following:
* Unset and set the gateway of the router.
* Restart the L3 agent that hosts the router.

What were the customer's finding with the test package?
We are holding back the merge to OSP-4 till we get the feedback.

Due to lack of testing feedback and the fact that the customer is moving to osp5 soon closing this request.
