Description of problem:

When a product is updated to include new content sets, entitlement certificates that contain that product are not refreshed automatically.

Unsure

How reproducible:
Have not had the chance to attempt to reproduce myself

Steps to Reproduce:
1. Register a system, attach to pool that provides Product X
2. Add new content/repos to Product X

Actual results:
The system does not have access to the new content. The system's entitlement certificate is still considered current, and attempts to 'refresh' it do not update it.

Expected results:
The system can access the new product content easily; a 'subscription-manager refresh' updates the entitlement certificate with the new content.
