Description of problem:
Since the changes in PackageKit and the new backend (libhif) apper no longer notifies for available updates. The consequence is that possible updates can not be applied using the gui. The command prompt applications yum/dnf are working.

Note: This report is ment to not miss the issues that are already in fedora 21.

How reproducible:
always

Steps to Reproduce:
1. wait for new updates (check with yum/dnf)
2. wait for appper ..... wait....
3. go crying ;-)

Actual results:
nothing is happening

Expected results:
apper notifies of new updates (and install them)
