I have updated dnf to dnf-0.6.4-1.fc21.noarch (also dnf-plugins-core-0.1.5-1.fc21.noarch python-hawkey-0.5.3-2.fc21.x86_64 and hawkey-0.5.3-2.fc21.x86_64) and noticed that packages for subsequent updates are no longer kept despite having keepcache=true in /etc/dnf/dnf.conf .

Actually, it has just hidden them. dnf is now installing its files in /var/cache/dnf/x86_64/21/x86_64/21 instead of /var/cache/dnf/x86_64/21 .
