This bugzilla should cover rare situation when coreutils is on the system, but util-linux is not. Very low chance, but such systems can end up with no su/runuser on the system after the upgrade/migration, so user should be notified. In RHEL 7.0/7.1 it was covered by hard dependency, however as this dependency is circular, I think it is better to get rid-off it and cover this for 7.2 by new module.

Closing this bugzilla as the component is under a maintenance mode in which the maintainers are going to fix only critical bugs. If you consider the bugzilla critical, feel free to reopen the bug with an explanation.
