Description of problem:

As a project maintainer I want to be able to archive a project or project version from Zanata. Project/version slug should be available for reuse. 

Maintainers should be able to restore archived project in within timeframe until it is totally deleted.

This shouldn't affect the contribution statistic of translators and TM when its in 'archive' status.
