Description of problem:
When running s-c-d --reconfig, python bails out with an undefined
variable:

[sun@nausicaa ~ :) 12]$ system-config-display --reconfig
Traceback (most recent call last):
  File "/usr/share/system-config-display/xconf.py", line 412, in ?
    hardware_state.merge_into(xconfig)
NameError: name 'hardware_state' is not defined

system-config-display-1.0.13-2

Always

Steps to Reproduce:
1. run s-c-d --reconfig

Actual Results:  Python traceback

Expected Results:  Generate a new XF86Config file
