1. Proposed title of this feature request  
      keypair-list should provide alternative to list keypairs by user name/id
      
      
    3. What is the nature and description of the request?  
      'nova keypair-list ' command should provide options to list keypairs by userid or names , like 
nova keypair-list --all-users
nova keypair-list --user-id <uuid>
nova keypair-list --user <username>

    4. Why does the customer need this? (List the business requirements here)  
      This feature is useful for two reasons:
i. You can attach someone else's keypair to a VM, allowing them to login.
ii. An administrator can query for keypairs.

    5. How would the customer like to achieve this? (List the functional requirements here)  
      
    6. For each functional requirement listed, specify how Red Hat and the customer can test to confirm the requirement is successfully implemented.  
      
    7. Is there already an existing RFE upstream or in Red Hat Bugzilla?

    8. Does the customer have any specific timeline dependencies and which release would they like to target (i.e. RHEL5, RHEL6)?  
      
    9. Is the sales team involved in this request and do they have any additional input?

FYI I just came across this proposed Tempest test which should cover this case exactly:
https://review.openstack.org/#/c/277763

It hasn't been merged yet, but it shouldn't be very long until it is.

(PS: I have verified that the feature does indeed work for a RHOS8 deployment).
