Description of problem:
When translator change validation option, and press refresh (Ctrl-R), the changed options did not persist.

Version-Release number of selected component (if applicable):
Zanata 3.6.0 (git-server-3.6.0) 

How reproducible:
Always

Steps to Reproduce:
1. Go to translation editor
2. Bring up Validation option panel by clicking the validation icon.
3. Change any option
4. Refresh page by Ctrl-R

Actual results:
Validation options were reset.

Expected results:
Validation options should persist.
