Description of problem:
With the shipment of Plasma 5.3, 'System monitor plasmoids return, such as CPU Load Monitor and Hard Disk usage'. The problem is that they make plasmashell cpu usage jumps to ~70%.

Version-Release number of selected component (if applicable):
plasma-workspace-5.3.0-3.fc22.x86_64

How reproducible:
always

Steps to Reproduce:
1. add widget(s) cpu monitor/network monitor to the desktop
2. run top at the command prompt
3.

Actual results:
high cpu usage

Expected results:
cpu usage stays at a 'normal' lavel
