This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Previously, the rc.sysinit script incorrectly applied file system quotas before checking for an SELinux label. As a consequence, the relabel operation in certain cases failed due to quotas preventing some files from being changed. With this update, rc.sysinit applies file system quotas after checking for an SELinux label, and the described problem no longer occurs.

Description of problem:
rc.sysinit applies quotas before checking for the SELinux relabel.
For embedded vendor, this results in difficulties enabling SELinux for its products which support SELinux. Because some of its products cannot yet support SELinux, it must have SELinux disabled as part of their standard gold image.
** Customer has proposed patch quota_relabel.patch (attached) as a very simple change to apply quotas AFTER checking for the relabel resolves the issue.

2. Enable quotas to be enforced at boot
3. touch /relabel
4. Reboot

Relabel fails due to quotas causing some files to be immutable.
