Description of problem:
extend host update event feature (BZ1157368) so it could be assign for event notification via ovirt-engine-notifier from GUI (seems unable via API for now).

we want a mail/snmp/whatever notification for available host update, a sysadmin would be happy.

(Double check name in UI and in DB - event_map.)

1. when BZ1157368 is on_qa/verified try to assign the event for user notification

There is no necessity for the event to appear in event_map table

oVirt 3.6.0 has been released on November 4th, 2015 and should fix this issue.
If problems still persist, please open a new BZ and reference this one.
