Description of problem:
Cannot add a Control Action that specifies an Action Type of "Invoke a Custom Automation"

How reproducible:
Every time

Steps to Reproduce:
1. Add a new Control Action with Action Type:  "Invoke a Custom Automation"
2.

Actual results:
The Basic Information box elements can be filled in, but the Custom Automation and Object Details boxes have no elements and so can;t be completed.

Expected results:
I should be able to fill in Object Details and Attribute/Value Pairs

This is not fixed in CFME 5.4.1, so clearly wasn't a duplicate of bug 1229348
