Description of problem:
Not show Hosted Engine TUI in RHEV-H.

How reproducible:
100%

Steps to Reproduce:
1. Install rhev-hypervisor7-7.1-20150609.0
2. Login TUI configuration
3. Try to find "Hosted Engine" TUI menu.

Actual results:
Not show Hosted Engine TUI in RHEV-H.

Expected results:
Hosted engine portal can show in RHEV-H TUI

Add keyword "Testblocker" due to it blocker our "Hosted Engine" testing on 7.1 build.

The workaround for testing is to set:

OVIRT_HOSTED_ENGINE_FORCE_ENABLE=yes

in /etc/default/ovirt

Append OVIRT_HOSTED_ENGINE_FORCE_ENABLE=yes to  /etc/default/ovirt, logout/login RHEV-H. HE TUI can show now.

Test steps:
1. Install rhev-hypervisor7.2
2. Login TUI configuration
3. Try to find "Hosted Engine" TUI menu.

Test result:
Hosted engine portal can show in RHEV-H TUI

So the bug is fixed, change bug status to VERIFIED.
