cloud tenants

Description of problem: Following translation issues have been observed on Clouds - Tenants page. Please refer attached screenshot and TCMS link https://tcms.engineering.redhat.com/run/247967/#caserun_10037128 for more information.

1. strings under policy drop-down are untranslated. 

2. table headers in the RHS are not translated.

3. The pagination info. contains some untranslated strings.

4. The heading 'cloud tenants' is not translated.
