Description of problem: Following translation issues have been observed on Clouds -> Instances -> Instances page. Please refer attached screenshot and TCMS link https://tcms.engineering.redhat.com/run/247967/#caserun_10037133 for more information.

1. The configuration, policy and lifecycles drop-downs contains untranslated strings as well untranslated tool-tips.

2. Also the tool-tips for grid/tile/list view are untranslated.

3. The Environment / Dev page under Global filters shows untranslated strings and tool-tip for 'clear'

4. The table which opens after clicking on 'provision instances' under 'lifecycles' drop-down shows table headers in English. The tool-tip for the same option is also untranslated.
