Description of problem:
"openstack overcloud deploy" command uses hardcoded path for tripleo-heat-templates ("/usr/share/openstack-tripleo-heat-templates/"), this makes it diffuclt for a user to make custom changes into templates because /usr/share/openstack-tripleo-heat-templates is owned by rpm and can be overwritten on system updates.

It would be good to allow override tripleo heat templates dir path.

For now, we will advise not yum updating the undercloud.
