Description of problem:
It is not possible to obtain a *.vv file for paused VM in webadmin. 
(It is necessary to control the boot procedure, e.g. during installation of operating system.)

3.6 master, commit a2f12d7

How reproducible:
100%

Steps to Reproduce:
1. WebAdmin
2. Create Vm and set "Start in Pause mode" in general tab
3. Start the vm
4. Wait for status "Paused"

Actual results:
Both console toolbar icon and context menu option are grey.

Expected results:
Console button allows user to get *.vv file

Additional info:
It works in ovirt 3.5.
