hosted-engine must not require vdsm-gluster and gluster-server since they require a specific channel to be enabled for having them available on RHEL.

Add a descriptive text to the setup in order to give information on how to get gluster rpms if not available.

Also disable HC support on RHEV-H where no gluster-server is available and no additional channel can be enabled.

Adding a message saying that required packages are missing should be enough to cover this. Note that this is a downstream only change.
