Description of problem:
Red Hat's official guides and documentation recommend to create types for Cinder back ends to help the users, operators and administrator managing their volumes.
Even if there's only 1 back end at first, the option to add new back ends will be available. It is best practice that we should hold on to.

Steps to Reproduce:
1. Install OverCloud with OSP director with 1 or more Cinder back end
2. Check Cinder types and their extra specs
# cinder type-list 
# cinder extra-specs-list

Actual results:
There are no Cinder types for any Cinder back end

Expected results:
There a type for each Cinder back end

This bug did not make the OSP 8.0 release.  It is being deferred to OSP 10.

We will not be implementing this exact suggestion, but default volume type creation will be handled in bug 1477606.
