login page

Description of problem: When user tries to login to admin portal, no warning/error message appears. Just a line in red and warning icon appears above the locale drop-down. There should be a proper error/warning message for the same. Please refer attached screenshot.

Steps to Reproduce:
1.access the login page for admin portal
2.click on login w/o entering username/password.
3.

Actual results:
a warning icon and a red line appears without any warning/error message.

Expected results:
There should be a proper warning/error message.

"duplicate" of bug 1251003 (can't close on duplicate since one is oVirt, the other is RHEV). 
raising priority, as this was reported 3 times already, we need to fix it ASAP.

With "Please fill in all fields." verified in rhevm-webadmin-portal-3.6.1-0.2.el6.noarch
