HA agent failed to start after deployment with error:

Steps to Reproduce:
1. Finish hosted-engine --deploy
2. Wait until all services up and engine up
3.

Actual results:
ha-agent failed to initialize with error above

Expected results:
ha-agent success to initialize and all services and engine up
