Description of problem:
When multiple tenants are configured and each tenant has the same provider configured, super admin can see the same provider multiple times. Number of hosts per provider is changing over time in the providers' quadicons.

Steps to Reproduce:
1. As super admin add child tenant1
2. Copy EvmRole-tenant_administrator role into new one -> tenant1-tenant_administrator
3. Add new group tenant1group -> choose role tenant1-tenant_administrator and assign it to tenant1.
4. create tenant1admin user and assign him into tenant1 group
5. Create tenant2 and repeat steps 2-4 and create another tenant administrator
6. logout and login as tenant1admin
7. Add new provider 
8. Logout and login as tenant2admin and add same provider as in step 7
9. logout and login as super admin and navigate to Infrastructure -> Providers
10. You will see the same provider multiple times

It seems that the refresh workers are in conflict. Number of hosts per provider are changing every few minutes (2 screenshots attached).

Actual results:
Super admin can see the same provider multiple times.

Expected results:
Super admin user should see aggregated view when same providers are configured under different tenants.
