Description of problem:

Host scan is not properly scheduled although smarproxy affinity is set

How reproducible:

100%

Steps to Reproduce:
1. Configure the smartproxy affinity to ask appliance A to scan host A
2. Perform SSA on host A


Actual results:

Other hosts ran the SSA

Expected results:

Appliance A should have run the SSA

As Josh pointed out in comment #7, the host scans are purely zone based.  So, any appliance in a zone with the appropriate server roles for host scans can pick up the job to handle a host scan.

The Smart Proxy Affinity doesn't actually control which appliance will take on host scans.  Smart Proxy Affinity will only control which appliances will do VM scans.
