Description of problem:
User cant change his password from Horizon  

Version-Release number of selected component:

How reproducible:

Steps to Reproduce:
1. Install RHEL-OSP director 8.0 Beta
2. Install overcloud
3. Connect to Horizon
4. Create a user
5. Login to Horizon with the user you have created
6. Change users password (From Horizon)

Actual results:
Error: Unable to change password

Expected results:
Password changed successfully

do you have logs for this? I couldn't reproduce the issue.

I can not verify this in my all-in-one RHOS-8 install; it the provided environment, it can be reproduced via settings/change passwords

An admin can indeed change a user's password via identity panel.
