Description of problem:
When you just create rule, that is not assigned to some policy, table will be broken.

Version-Release number of selected component (if applicable):
python-django-horizon-2015.1.2-4.el7ost.noarch
rhel 7.2

table is missing empty cell and it cause shift of rest cells

unfortunately, I can not reproduce this.

Hmm.. that is weird. Do you miss some other details about the environment to reproduce, that can be relevant?

At this moment, I still have it available if it would be needed.

Steps to reproduce:
1. log in as demo user
2. navigate Project - Network - Firewalls - Firewall Rules
3. click to Add Rule
4. fill "Name" by "test_rule" and let all other fields untouched, so with default values
5. hit "Add" button
6. table looks like [attached screenshot], even if I refresh the page
