I re-installed the system from the same ISO and the problem is gone, fusor-installer finishes successfully. It was probably some error on my part. Leaving this bug open for possible investigation.
We've seen this error in the past when a timing issue occurred. As... API Call #1 is invoked API Call #2 is invoked Call #2 depended on #1 and #1 returned but wasn't actually done. Will leave this open and align to GA, if we get more info let's update the BZ.
