Thanks for report, you are right, I should find some time and adjust redhat-lsb to 5.0 specifications. You are right qt3 is no longer required by 5.0 specification.
Any update on this? It'd be nice if redhat-lsb was LSB 5.0 compliant.

still happens in rawhide !
So I'm on my Fedora 34 box wondering why there's a reference to /usr/lib64/qt-3.3 in my $PATH, and it turns out it is because of this package :D It would be really, really nice if redhat-lsb-desktop could stop depending on qt3 in 2021, please, especially since RHEL8 already seems to have dropped it a couple of years ago... From the looks of it, only a set of immensely old software actually still depends on qt3, and I wonder if anyone still cares about LSB 4? Can't we just drop this dependency already?
