Description of problem:
when a monitor server or an osd server is rebooted calamari does not emit an event indicating that the server was rebooted. calamari has to emit an event when a server is rebooted.

How reproducible:
Always

Steps to Reproduce:
1. Reboot an osd server managed by calamari
2. Reboot a mon server managed by calamari
3.

Actual results:
No event is emit by calamari to indicate this.

Expected results:
calamari has to emit an event indicating this.

These are events which calamari can't report, I suggest if you want these events the rhs-controller-agent must report the host reboot and calamari can map host to OSD and MON

Okay, we can get this information directly from rhs-controller-agent. I raised this bug as this seemed to be working before (in calamari master branch). Now in calamari-lite if its not possible to track this its fine.
