Rebase openstack-cinder to 2015.1.3, there is a new Kilo stable release upstream.
[root@overcloud-controller-0 ~]# rpm -qa | grep openstack-cinder openstack-cinder-2015.1.2-5.el7ost.noarch

We definitely have rebased Cinder, now you need to understand why your image still contains outdated version. Repo? Did you rebuild it?
