Description of problem:
SELinux is preventing gpg2 from 'read' accesses on the file gpg.conf.

Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# grep gpg2 /var/log/audit/audit.log | audit2allow -M mypol
# semodule -i mypol.pp

fwupd uses gpgme (which uses gpg2) to check firmware and metadata. What's the bug?
